RISE Dubai programme puts capital costs in focus

The October programme raises a practical question for commercial property clients: how should financing, fit-out and recurring occupancy costs be compared?

What the organiser programme says

The RISE Summit programme for 13–14 October 2026 includes a session on the relationship between long-term capital and a higher-rate environment. The organiser also describes the 14 October programme as covering global capital, investment, markets and technology. These are programme topics, not reported conclusions from the sessions.

What this means for a commercial property decision

Astra Terra perspective: financing conditions matter beyond the headline property price. For an occupier, a lease decision should separate recurring rent from the cash needed to open and operate. For a buyer, the comparison should use the actual lender offer, deposit, transaction expenses and an appropriate cash reserve. The summit agenda does not establish a new mortgage rate, rental yield or return forecast.

Before comparing spaces, write down the intended business activity, customer catchment, opening date and annual occupancy budget. A restaurant, salon and office can have very different requirements even when their advertised rents are similar. Ask which permissions and building approvals remain outstanding, rather than treating a marketing description as approval.

A commercial brief that can be checked

Three-stage commercial comparison: define the brief, verify the evidence, compare the full costs
Illustrative decision framework. It does not confirm a property approval, offer or cost estimate.

For each candidate, confirm the current asking terms and availability with the listing agent, then obtain the relevant evidence for permitted use, access, services and fit-out. Keep an unresolved requirement visible in the shortlist. Do not assume that a retail unit is suitable for food service or salon use.
